China has released new draft regulations it says are necessary to ensure the safe development of generative artificial intelligence (AI) technologies, such as Chat GPT.
Although it supports the innovative use of AI algorithms to improve user experience and access to information, the growth of these applications may lead to abuse. Emphasis should be placed on the safe and reliable use of these tools and data resources, said the China Cyberspace Administration (CAC).
Regulations were needed to foster healthy and sustainable development of generative AI algorithms, the government agency said, posting the bills on its website.
According to the proposed rules. operators will be required to send requests to regulators for ‘safety reviews’ before offering services to the public, state media report says world times. They should also not use AI algorithms and data to compete unfairly.
The CAC bills further establish guidelines with which generative Ai services must adhere, such as the types of content these applications can generate. These will ensure the accuracy of information and prevent the spread of misinformation, the regulator said.
The bills are open for public comment until May 10.
The move comes a day after the US government said it was seek public input on AI accountability. The United States Department of Commerce The National Telecommunications and Information Administration (NTIA) said feedback would inform policies that support AI audits, risk and security assessments, certifications, and tools to build trust in AI systems.
“Responsible AI systems could bring huge benefits, but only if we address their consequences and potential harms. For these systems to reach their full potential, businesses and consumers must be able to trust them,” said NTIA Administrator Alan Davidson.
Comment submissions to the NTIA will close on June 10.
Efforts by China and the United States to gain some control come as interest in generative AI applications, such as ChatGPT, continues to grow. Key players in both markets, including the likes of Tencent, Ali Baba, GoogleAnd Microsoft offer or integrate the AI model into their products.
Alibaba Cloud yesterday unveiled its great language AI platform, called Tongyi Qianwen, which is currently available to customers in China for beta testing and as an API for developers. The AI model will also be integrated into Alibaba’s enterprise applications and leveraged to power its products and services, including its DingTalk online collaboration work platform as well as intelligent voice assistant, Little Genie.
